Who are people talk about when they say the Rednecks?

When people say rednecks, they are usually referring to Southern or "Hillbilly" Caucasians. Any type of white person who acts really wild and extreme are categorized as rednecks.

Typically southerners that are raised in rural areas with little education. The term redneck originally referred to white farmers whose neck was turned red from working in the fields with their heads bent over all day.
This is not the same as hillbilly which refers to people who grew up in hill country around Tennessee, Kentucky, West Virginia who live rurally, typically lived isolated from society and are thought of as uncultured.

Both as used as derogatory terms referring to rural people with little or no education. Many people use them interchangeably because they don't know the true meanings of the words demonstrating who the ignorant uneducated people really are.
