What do you mean by "by my count" as in "By my count, you've got about 20 minutes."?

It means exactly what it says; according to me. When you say by my count you have $27, you are telling the person that according to you, they have $27, or thereabouts.

It means someone is keeping tabs on how much time you have left for a certain task. They're saying that this is their calculation of your time left.

By my count ..because each persons watch might be different...or their stopwatch was started at a different time....if you don't know what a watch or stopwatch is...that's what people use to use to keep and or measure time..before iPhones and iPod's n stuff!!

I think that is often said with a sense of understated urgency to remind a person to "get it done".
