Illegal taxing by the IRS?

My mother paid her taxes in full and the IRS even gave her an additional refund saying she had paid too much. They have since raised taxes and have now added the new tax amount to previous years and says she owes back taxes. Is this legal of the IRS?

You need professional help with this. Take it to your tax preparer. They have all the details and your mom's paperwork. This doesn't sound right as you have presented it. You don't "raise" taxes retroactively. Some source of income, possibly interest or an annuity, may have been under reported for years, and only recently discovered. Major tax preparers guarantee their returns as accurate and agree to pay any penalties if they are wrong. You need to talk to them.
