Complimenting somebody on their looks is never bad..unless you overdo it, or you're insinuating something sexual. As a girl, getting compliments on my looks really boosts my self-confidence :)

No its not wrong to compliment someone solely on looks. It's not really ever wrong to compliment someone on looks or anything else. Its flattering.
It isn't wrong unless you say.something like, "nice ass" then she is going to be offended. While if you say "hello sweetheart you look beautiful" she is likely to take it positivly.

It really depends on how the compliment is presented. Ex. "Dang girl you are hot" vs "You look nice this evening" Some females would say their is nothing wrong with either, but some would consider the first having sexual undertones.

I think that you can never give someone enough physical compliments, as long as they aren't annoyed by it. Just pair it with compliments about personality as well so that you don't look superficial :)
