Sure can. If your cat has already reached sexual maturity, they can still spray until all the hormones are out of their body. Depending on the age at neutering, it can be a few months. Also, if circumstances change, a neutered male's behavior can change. My male cat had been neutered for years and all of a sudden started spraying on the inside of the kitchen door. Took a while to figure out that another cat was marking the outside of the door. Cleaned both sides with straight white vinegar to remove the odor and the problem was solved. You may have to clean it a couple of times and occasionally spray with a vinegar and water solution to convince your cat that he really doesn't need to mark anymore.
