The novel is called Hunter Games because it represents an annual event that was held in the highly advanced metropolis. It is a significant event in the novel hence the reason why the book was titled the Hunger Games.
The name comes from the lack of modern economic grow in the setting. They send children to compete in a battle and the winner gets a food prize to help thier districts. (their are twelve current districts.) I would explain more but I would have to tell about the other books.
Because in the arena you fight, but people can always go around and hide and stuff to survive. But once they get hungry, they get desperate and THAT's when the real game starts--only then do they truly fight to survive.

Also-Every time they get food in their districts they have to put their names in the jar for the picking of the hunger games. So if you don't put your name in the bowl, you get no food and you'll be hungry.
All of these are wrong - it is because everyone is starving and so they ask for more food in return for entering their name again in for the reaping. This is why Gale had bread (if you watched the film) and said his name was entered 42 times. It's because he has asked for food to feed his family.
