First off don't beg them. That just gets annoying and usually drags them to want to say no. What you need to do is show that your responsible enough for that. One dogs is responsibly and two is an even bigger responsibility.

Just be mature an show them you can take this responsiblies. Start with one dog and then two. Trust me is hard working with 1. You need to feed them. By them food clothes boots on snowy day, shots , surgerys, haircut etc
Start by showing responsibility, do your homework without having to be reminded, keep your grades up, if you have chores do them, keep your room clean, offer to help out with other things, or, better yet just do something you see needs to be done.
When you ask for a dog again do not say, "look at all the things I have done", just tell them you think you are ready to take care of a dog. If they let you have one take very good care of him, walk him, clean up after him, feed him, etc. Take care of that first dog while continuing to get your homework done, keeping your grades up, etc. Maybe they will eventually allow you a second dog.
