Like my sister keeps telling someone i like that she doesnt want him talking to me.... what does that mean?

he likes me but he says he LOVES her, and whatever she says he listens

Must mean your sister likes him to and she wants you to back off so she could have him all to herself. Not sure but that's what i'm getting from your question.

Could be she likes him and wants you to leave him alone she can have him all to herself.

Your sister is jealous and she is feeling unsafe when she sees the guy he likes talking with you, she is afraid you may have him. She wants to have him all to herself. You should talk with your sister about this to avoid quarreling or having bad feelings with each other.
