Why can't I sign into playstation network?

You can give the PS3 a fixed IP in your router according to its MAC address (also called DHCP reservation). Make sure the fixed IP is not in the usual dynamic IP range. This has the advantage that you can use the easy setup on the PS3 and let the router make all the decisions.
