My sons friend sold him a computer but we were unaware he's friend had not finished paying the store so store placed a code and blocked it.

and since he's exfriend will not return he's money nor do we know name of store. how can we remove block. or we can't

When you say they placed a block on it, what exactly do you mean? Is it asking for a password (that presumably you don't have) when the machine boots up? Or are you e.g. unable to connect to the Internet without a message appearing (and if so, what does the message say)?

Unfortunately, without more explicit details (is it Windows or Mac, which version of the OS, what make & model of computer, etc), it's really hard to answer your question.

If all of the above seems foreign to you, you might want to bring the machine to a local Best Buy (or independent shop), tell them what happened, and have them fix it; you should be able to get a rough cost estimate over the phone before bringing the machine in.

If your son's friend will not give you the place of business that he purchased it from to try and reconcile this bill, there is a limited amount of things you can do. You can attempt to reformat the hard drive and see if that will get rid of the block. Without knowing what the store used to block the computer it is hard to say how to lift it.

If you have a windows disk, use it to reinstall windows. It should work, as it formats the hard drive and basically makes it "new"
