A blizzard is caused by the interaction of high and low pressure systems. The air from the H will rush in to the L creating strong winds and precipitation. There must be cold air and snow, and sustained winds of 35 mph as well. Look here for more information: http://www.wrh.noaa.gov/fgz/science/blizzard.php?wfo=fgz
