The problem is that you cant legally decide not to pay rent. You signed a contract and you have to pay rent or she has the right to evict. If you thing she has violated landlord/tenant laws then take pics of the black mokd and other damage and get a lawyer. Unfortunately because you ilkegalky stopped paying rent you may not have much of a legal leg to stand on.
I think you should get a skilled plumber or a contractor to fix the leaks and the black mold in your house. Then, you deduct his pay from the money that you owe the owner, since he or she has known about the black molds and leaks in your house.
You must keep the rent you aren't paying in a escrow account every month. Then check with your local jurisdiction. Most every town (even my tiny town) have housing boards. You can bring the issue before them.
