How can I help my friend?

So, my friend's mom has been trying to get to the U.S. for a long while now from Brazil, and she has been here before. Her dad and sister are in chemo and they need her there, because y friend cannot take care of them all the time. So, international relations keeps sending her mom to the wrong places and charges her money, and yet, people from other countries can come here on a whim. How do we get her here?

The best thing to do is to tell your friend to research on the right protocol of getting someone to the US. Normally her mother will have to go to the US embassy in Brazil in order to obtain a visa and passport, after which she will be directed to the next meeting.
