What I have done is can jars of chile & ham & bean soup, the seals popped, I didn't pressure cook them, safe?

No food poison is a high risk to almost a certain once the seals have popped. It sounds like you put some effort into these jars so I am very sorry to say the safest thing for you to do is just trash all of the ones with the popped seal. Don't even feed them to a dog. Put all the jars in a plastic bag and tie it shut then place that bag into a odor sealed trash bag and put that in the dumpster or out side trash can. And remember next time to not only vacuum seal the jars but keep them in a cool dry darkened area. (a basement, cellar, or a cabinet works well for this)

That's what I was talking about. The center pop up not the jar seal it's self

Once the seal of the can pops, the food is no longer safe for consumption. This is because the seal normally contributes to the preservation of the contents in the can so once it pops, there is room for microorganisms to enter the can and contaminate the food.
