My friends cat is in heat, but is there something my friend can do other than getting her spayed or letting her mate?

You can consider hormonal injections or other medications that will momentarily prevent your cat from coming into heat if your cat is a breeder. First ensure to discuss these methods with your veterinarian. You can also calm your cat while she is in heat through paying extra attention to her.
