How do i prevent ruffles from riding up?

I have a skirt from Gap and after one wash cycle all the ruffles got bunched up! How can I keep it from happening again? No Iron though!

Im not sure if this would help, but some things to help them not get ruined we put them in like pillow cases, I wonder if you put your skirt in a pillow case, tied the end, and washed it, if the ruffles would be better/ok
