Definitely. A person can become so numb and emotionally lifeless due to abuse and neglect, to where there is literally no emotion there to act upon. Therefore, no tears will be expelled. Although, I do believe a person can recapture the ability to cry through therapy and 'rehabilitation of the heart.' I can personally testify to that. For some, crying may be forever lost, but to others there is the hope of overcoming the inner barriers and unleashing those tiny droplets of relief.
