Say you use a charger with 0.3A input and 1.8A output (DC). That info is printed on the charger. If it takes 2.5 hours to charge your device and the input wattage is about 8 AC watts. Actually the charger draws 8 Watts for about 2 hours and 3 Watts for the last half hour at the near full point. You have used no more than 0.02 Kwh, convert that to $$$ and you can expect the cost to be $0.002 per charge. You could charge your phone 450 times for a dollar.

It is not practically possible to convert the charging of a cell phone into monetary terms in relation to the amount of energy used. You can charge your phone directly with the use of electric current or obtain energy from a car battery.
