My lollipop tree keeps growing from the trunk. What can I do without killing the tree

I don't know what that tree is but when trees have new growth growing from the base, it is good to just snip off any new growth. Usually, when a tree is pruned this way, the tree grows taller [if the tree is not a dwarf type]
When a tree or bush is pruned on the sides, the tree will bush out as opposed to growing tall.
In any case, google for needed info..
