If your hands are really dry, skip the lotion and try Vaseline. It's a lot more moisturinzing and lasts longer. After you have it rubbed in really good, wipe your hands lightly with a soft cloth to remove any excess.
There are several reasons that may cause your hands to itch all the time, for instance irritants like cosmetics, soap and detergents. In addition to this, secondary infection of a wound on the hands can also cause them to itch. You should visit a doctor to for a checkup to find the true cause.
