Why are my pipes knocking when water is not running?

I've checked the toilets to make sure they're not filling. I've shut off the water and drained the system. The problem seems worse in the mornings, perhaps when neighbors are showering. Could changes in pressure in the public water system be causing this?

you probably have an air pocket in your pipes i had the same problem and it was an air pocket.

Yeah it's a water hammer. Get a suppressor and cut it into your system
