Is there a photoshop brush that I can do this with?

I was wondering, is there a brush for photoshop that with allow me to create the same shades of color as in this picture?

There are several Photoshop brushes that you could use and they include Spray Set Two, Aoki's Realistic Bokeh, Glow Brushes II, 50 Deadly Tron Grids and Let's Go Grunge. Visit designzzz.com and myphotoshopbrushes.com.
