Horse boarding stable did not return my security deposit, what is the Colorado law on return of deposits?

Colorado's law stipulates that the landlord should return the security deposit or an itemized statement or declaration of the deductions and the balance, if any, to the respective tenant within a period of 30 days following the termination of the lease or the actual surrender and acceptance of the premises, whichever or any that occurs last.
