why do people bully?

Because they have anger they need to release, they feel insecure, their home life is bad and they feel that unless they put the attention on someone else people will make fun of their home life. Those are just some of the reasons though.

They have anger that they want to release and put on others, they are bullied, they want to be cool and fit in, they are insecure, and other reasons. Etc.
There are a lot though.
