To divorce your partner on Sims Free Play, you need to choose whichever sim will do the breaking up, click the other spouse and select "break up". This option will only appear if the active sims relationship is low enough with their spouse however the option is always available on sim 3. The divorcee will then flee the lot and reappear in the family bin in the neighbored screen. They have no choice of taking any children after the divorce.

I am playing Sims Free Play on the Windows 8 phone. I searched for a long time for an answer to this and found them all a bit incomplete, but I finally figured it out.
If your sims are married, then use negative social interactions like Be Rude or Complain to degrade their relationship. It's a bit confusing, because you might expect that the relationship bar would go backwards, or show downward arrows in the relationship tracker like it does in when you complete a negative interaction between Best Friends etc. But instead, you have repeat the negative interactions until the Married bar is fully blue (and again, there were no downward arrows indicating the relationship was getting worse that I saw).
Tip: To expedite this process, I put the married couple in a small room and removed the door so that they didn't keep wandering all over the house :-)
Once the Married bar is fully blue, then you will get the divorce option. It took awhile, so be patient.
Once divorced, my sims were still both residents in their house. However, I could use the relocate option (available on an empty house) to move one of my divorced Sims to a new home for 5k.
