The U.S manufacturers became vulnerable to offshore outsourcing because it was cheaper. In U.S, there are higher taxes that led to increase in cost of production. Since the motive of getting into a business is to earn profit, they opted for cheap labor from overseas that would earn them better profits.

It's not just taxes. The cost of labor also has a big impact.
