I believe so but you have the option of adding "the 2nd" to his name or leaving it out

Yes, unless the boy's grandfather was named after someone else in the family, in which case it would be III, IIII, V, VI, etc....

You don't have to add ll at the end. I'm named after my
great- grandmother and I don't have II at the end of my name.
