If I have AT&T and unlock a motorola defy to AT&T and do not have Internet do they still charge me or I can just use it with wifi

If you don't have a data plan from AT&T, then you don't pay them for internet usage. If your phone can use Wi-Fi and you are using it, again, you don't pay because it is free.
