What does "where's the beef" mean?

my friend kept saying it & I asked what he was talking about & he said I wouldn't get the reference. so anyone know? lol

It's from a Wendy's commercial from the 1980's. A little old lady goes to a rival burger fast-food restaurant, looks at their sandwich (which has very little meat) and says "Where's the beef?"

Recently, it's been revived in another Wendy's commercial ... where a guy finds a shirt from the 1980's with that saying on it.

But they think that "wheres the beef" is a good thing but i thought it meant they couldnt find it
