They were supposed to be allocated so that everyone could get off safely in the event that something should happen, but instead because of sheer panic, and the destruction of some of the life boats, it wasn't done. The ship was supposed to be unsinkable, so the proper amount of lifeboats for the passengers wasn't put on the ship either. They had a certain amount of wooden boats, and collapsible boats that were lowered, some made it, and some didn't, but all would've survived if things were done right. Also, there was an issue of "class" per se. If you were in a lower class, then you were put in the lower portion of the ship, and wasn't permitted to leave the ship in the same manner as the upper class passengers.
