What is mute?

Like, if someone is mute does that mean they can talk and they just don't or they're not ABLE to talk...?

The word mute can either mean a person who is incapable of speech or a person who voluntarily refrains from speech. Therefore, a person who has taken a vow of silence can be called a mute even if they can talk.

It means they are unable to spaeak
