Have a Droid Bionic from Verizon with unlimited data package. . Will I be charged additional fees if I use "hot spot" app?

You will be charged additional fees for using the "Hot Spot" app. This is because the app uses a different data plan and therefore, the unlimited data plan you have does not apply.
