If it dry now you're kinda screwed. You can try and use sand paper to remove it then try and match the paint on your siding or try and match the paint on the siding to paint over it but that never works as planned. In the future you got to remove the shutters and paint them separately away from anything you don't want paint on, but I'm sure you have now learned that the hard way.

If it is latex paint Go to Auto Zone and get the non flammable brake cleaner. Make sure it is the non flammable kind. Test an inconspicuous area first. If it looks ok then proceed. Spray into a rag then wipe off the paint. This type of brake cleaner takes dried latex paint right off.
