Do you need wifi to watch a movie you downloaded from iTunes on a iPod touch?

No you do not, once you bought it it is yours, no wifi needed

You don't require Wi-Fi to watch a movie you downloaded onto your iPod Touch from iTunes because you will be watching it offline. However, if you are streaming video directly from your iPod, then you will need Wi-Fi.

no. you just need wifi to buy it, then it is on your device.
