you have to obtain proof - record - take pictures - videos on your phone and whatever you can gather to proof and it is not easy even if you can where you live to take out restraining orders a lot of places dont do it anymore -- i guess cause of them that cry wolf ? they wont and dont here - you have to gather proof .
Be straight up with him, if he is any decent person he will stop. Just have to make it completely clear, and not give him misleading hints. Sometimes guys can not take the hint because they so badly want something they will reject all negativism and feed off optimism. Be clear, that should work, if not you let me know, lol.
Tell Stalker publicly, to stop. Save all stalking stuff: notes, gifts, phone messages, tweets, e-mails. Save all, even if it seems harmless. Make note of when, where, what time, etc. you received these things.
