Is there a way to block people on a (verizon) lg cosmo cell phone? How?

You can block people from calling you when using LG Cosmo. Turn your phone on and locate the Settings menu. In "Settings," scroll to "Call" select "OK" to enter the menu. Scroll down to "Call Reject" and select this option. Select "Call Reject List" on the next menu. Enter the ten-digit number of the person that you wish to block and confirm your selection. Call Verizon, they can block up to 5 phone numbers for a three month period, after 3 months( expires) you need set up again.
