What does it mean when you fill antifreeze and water where you remove the cap and it has brownish color in it, and all over inside the hood?

I think the brownish color on the inside of the hood and at the mouth of the radiator is caused by rust. This probably happened while the water or ice was covering those areas. It could also be caused by a lot of moisture.
