An emotion used to denote a mischievous or devious smile. An emotion used primarily in Yahoo messenger meaning a smile but better. A smiley used as a wave or solute (: is the head or body of a little guy and > is the saluting or waving).

I think the sign or symbol :> means greater than. This is a symbol in mathematics or any other subject or discipline that is widely used while comparing parameters or values. Check out http://en.wikipedia.org/wiki/List_of_mathematical_symbols for more information.
