What did the government do about child abuse before the 1980s?

I have to do a report about it.

People who were abusing the children had to face severe judgment. The children were also taught to be aware of strangers although many who abuse them are people well known to them. To get this and more information can be found on http://freespace.virgin.net/jeffnmag.highlands/awareness.htm.
