Actually, the correct quote is: "A lie can be halfway round the world before the truth has got its boots on." was said by James Callaghan (English labour party leader) who said he was:
"Quoting the Baptist preacher C. H. Spurgeon (19th C), from a speech in the British House of Commons, 1 Nov 1976."

C.H.Spurgeon (1834 - 1892) was a prominent Baptist preacher and prolific author and writer.

Thank you for this! I've been looking for the truth. I'm hoping to hear back from the Churchill Centre about whether Churchill ever said the slightly different version, but now we know that Spurgeon said it first. Apparently the latter also claimed it was from an earlier proverb.

When or where did Churchill say it? Proof that he actually ever said it is pretty difficult to find and as MonaSez explained, Spurgeon said it before Churchill.

Yeah, that's not a Churchill quote. As 'pants' means underwear here in a colloquial sense I doubt he would have said anything like this.
