Is satanism a formal religion or is it a string of cults?

It depends. There are plenty of cults, but the Church of Satan is the formal church they have. I have a Satanist best friend who is perfectly normal, and unlike most of the people who say that their Satanist, he actually worships Satan. But he doesn't do rituals or anything like that, he doesn't believe in that idea.

He's a Theistic Satanist. He actually worships Satan. Unlike the majority who don't.

How don't they if they're satanists

Satan means adversary. So they are just adversaries of the church.

There are several different forms of Satanism, and I would venture to say at least one of them is a formal religion, though at least one of them is actually atheistic (as I recall). The following might be helpful...
