Rottweilers haver thier tails docked because it is the breed standard. I used to work for a veterinarian in surgery; tail docking was done to puppies at three days old without anaesthesia. The vet used a sterilized nail trimmer or a scalpel for the larger breeds, tied off the blood vessels and put in a couple of absorbable stitches. It was very bloody, and the puppies cried, but -- that's what the people wanted. I think it's cruel and unnecessary. It's just human vanity with no concern for the animal.
Rottweilers have to cut off their tails, because it is considered safe and healthy for the dog. However, in some countries, docking is banned but in New Zealand and the United States it is legal. Check out http://en.wikipedia.org/wiki/Rottweiler#Tail for more information.
