What is a good starter car for my sister she is going to drive next year?

I think the Honda series is one of the best for a new learner. Other appropriate ones are the Ford Crown Victoria and the Toyota Camry. Here are some of the cars you can consider; http://autos.aol.com/gallery/used-cars-for-kids/.

Toupees are very reliable and not super expensive to fix. No matter what the vehicle is, it shouldn't be expensive. A first time car is basically a throw away car.

Honda. Any Honda vehicle is reliable and can take the abuse. Easy to do mechanic repairs. So go get em', tiger!
