I made a fake twitter account using someone else's photos. Is that illegal?

It depends on whose picture you have used. If the picture is of someone famous, then it is not illegal. However, if the photo is of someone else who is completely unknown to you, then it is illegal. If the person found out, you risk being reported.

I'm not exactly sure of the legality of it all, but it sure is stupid. There are enough fake people on the web, why add another piece to the moronicy puzzle?
