If I you have to find an amount of hours, how do you round to the nearest quarter of an hour without doing a proportion?

Its my 5th grade sister's HW

You divide the hours by four, which should give you 15 minutes per hour. You can then choose how you want to calculate the amount with the estimated hourly findings.
