I assume you are asking about entry without your permission. Warrants are only required for such entry by government officials, like police (in essence, the Court gives them permission to enter for a specific purpose). Building inspectors fall under this provision and cannot enter without a warrant if you do not give permission. Private citizens cannot get a search warrant, and in most cases entry without permission is a trespass and is both a crime and a tort. Exceptions, however, include firemen doing their job, a landlord (according to the terms of your lease), and those who you have given prior permission to by contract, like bounty hunters.
There is no one who is supposed to enter someone's home without a warrant. This is according to the law of the United States. Therefore, if there is any such person, then I suggest that you take it up with your local authorities.
