Exact times vary from state to state but generally they are required -
Aytime your windshield wipers are in use
After dusk and before dawn
During a funeral procession
Inclement weather that reduces visibility

It is recommended by some that you actually always have your headlights or running lights on. And there is anecdotal evidence to support continued usage for cars of certain colors to ensure other drivers see you, specifically white cars.

Headlights should be on anytime windshield wipers are in use.

You can drive any time with your lights on but they must be on at dusk.

I was trained to do just that. More visibility. Why not make yourself more visible to the motoring public? You're answer is very correct!

It is recommended that you do not turn on the stronger lights until there is bad weather. It will blind some drivers and is not appreciated by anybody. Hope this helps!

It depends if it is nighttime, or a cloudy dusk. that when you should turn on your headlights.
