Is there a law on an individual's bank transfers; the government will charge 1% of the value to transfer funds to a different account?

Banks in America will charge up to 5 dollars for a fund transfer on an individual account. An individual fund transfer is transfer of funds under an agreement between a consumer and a financial institution which provides that the institution will initiate individual transfers without a specific request from the consumer.

No. There is no government charge on transferring money from one accept to another.
