Do you think a 420 foot, guide wire supported cell tower, can sway as much as 3- 5 feet at the top during storms ?

I don't think that it is possible for a 420 foot cell tower to sway a distance of 3-5 feet during a storm. This is because the stricter is made in a certain way that does not cause resistance. In addition, the base is very stable and the guide wire also adds support.
