In India many people Speak English, why are they still having Poverty problems?

I thought if you had English you could get better jobs or enter business. Or some good career.
Well all the Indians speak English so why do i hear that it's a poor country?

Generally, the lack of a market economy and over government directive and red tape, known as License Raj is the major cause of poverty in India. In India, the development is mostly in the big cities. There is little done to improve the conditions of the poor or the less developed areas. India has reached the stage where the rich are getting richer and the poor are getting poorer

I think having the ability to speak English has very little to do with ones ability to transcend poverty.

In India: Unemployment went from 9% down to 7% until 2008, when it shot up to 10% and remains there. The world economy is tied to America, and when we get a cold, they get the flu. Many of the mid-income jobs are in call centers, where English is required as they service American calls. When our economy went south, the jobs dried up in India too. So even though they speak English, employment is dependent on the creation of jobs, and that's tied to many more factors than language.
